Description: Kelvin outbrakes himself into the final corner and runs into the right rear wheel of Uli.
Rule: §5.10 EOLC.

While the case may seem clear, one could still argue that Uli, in turning onto Kelvin's trajectory, had violated §5.10 himself.

frame 26: Uli unwinds the wheel a bit (either to avoid the inside wall or to avoid Kelvin)

In my book, there was enough time to react to Kelvin's arrival and try to accommodate space. The wheel inputs hint that Uli was thinking about it. At Gazometres, accommodating space could mean running out of room at the exit of the corner, though. So, if Uli was rolling the dice here, chose to ignore Kelvin and just hoped he would not be hit, I can see why.

So why the yellow card for Kelvin then?
1) 2:17 (the end of lap 1) indicates that Kelvin's car would not be capable of leaving room for another car on the outside after entering the corner from the inside. The steering lock would not suffice.
2) Kelvin's front tyres were still not providing lateral grip when he reached Uli. He was still not done with slowing down when he should have been turning. In other words: He was too fast.
In a nutshell, there was no positive prospect for Kelvin to make the corner side-by-side with Uli as §5.10 demands. Even if Uli had left room for him, it would have made little to no difference.

Danke für die sehr ausführliche Analyse Carsten.
Und nochmals dickes Sorry an Uli; auf kalten Reifen (und unter Druck vom Hintermann) ist mir da schlichtweg die Strecke ausgegangen. Keine sehr professionelle Aktion meinerseits.
